Die Zivilgesellschaft, als zwingende Maßnahme für eine erfolgreiche und nachhaltige Entwicklung, wurde insbesondere seit den neunziger Jahren von internationalen Gebern im Zusammenhang mit der Entwicklungszusammenarbeit stark gefördert. Besonders im Westen ist mit der Zivilgesellschaft eine öffentliche Sphäre, in der sich die Bürgerinnen und Bürger freiwillig für einen gemeinschaftlichen Zweck formieren können, gemeint und diese steht dabei in einer gleichwertigen Beziehung zum Staat und dem Markt. Dieses Verständnis hat sich aus den vorherrschenden historischen und kulturellen Umständen etabliert und die Anwendung des Konzeptes in nicht-westliche Kontexte ist deshalb mit vielen aufkommenden Problemen verbunden. Bei den Förderungsprogrammen der Geber werden oftmals die gegebenen sozialen, politischen und geschichtlichen Umstände in Ostafrika nicht ausreichend berücksichtigt und eine erfolgreiche Entwicklung in Richtung Good Governance wird dabei vereitelt. Konkret zeichnen sich vermehrt Schwierigkeiten in der schei-ternden Entwicklungsförderung ab, da sich das sehr normative und wertende Zivilgesellschaftskonzept als zu eng erweist. Die gesellschaftlichen Formen Ostafrikas werden nicht ausreichend für eine effektive Entwicklung miteinbezogen. Die hauptsächliche Erkenntnis dieser Arbeit liegt darin, dass die einzige Möglichkeit einer erfolgreichen Zivilgesellschaftsförderung nur bestehen kann, wenn die lokalen Konstellationen Ostafrikas in die Definition von Zivilgesellschaft miteingebaut und anschliessenden in den Verstärkungsprogrammen von Zivilgesellschaft umgesetzt werden. Die gegenwärtige Situation zeigt auch, dass trotz besagter Einsicht noch keine erkennbare Verbesserung stattgefunden hat.
