In the year 1999 a tremendous earthquake ripped through the city of Tokyo, reducing it to rubble. Japan was forced to relocate its government to a man-made island more than a hundred miles off the coast.
In the year 2017 a central computer controls everything on this island. Traffic, public safety, government functions, all these are overseen by the central computer. In the middle of this man-made island there is a school called the National Belnar Institute, with over 100,000 students.
Recently evil acts have become more common on the island, with the increase coinciding with the arrival of a new principal to the National Belnar Institute. A student named Isato Kaiza has also arrived at the institute, carrying a stone that can manifest fighting energy. This student, also known as the hero Gowcaizer, must defeat the evil that looms over the island.
Voltage Fighter Gowcaizer is a 2D fighting game. Players can choose from ten characters, each with a set of unique attacks and desperation moves. Like in most fighters the goal is to defeat an opponent twice to advance to the next match. But the game introduces a gameplay innovation after this. When playing in the singles mode player can choose to take special moves from defeated opponents. Only one move can be taken at any time, and if players choose to take a move later in the game the last move taken will be forgotten. When players defeat the mirror image of their characters they can take a more powerful version of an attack that their character already knows.
