Got sent a bad circuit board and had terrible communication with seller.

The buyer purchased an untested vintage circuit board in as-is condition and claimed it was broken. I offered a refund which was declined and then he raised a case with Ebay. He is now upset that Ebay is making him return it and in turn provided a negative review. The buyer did not return the board. I guess he DID want it? AVOID THIS BUYER! HE IS TRYING TO SCAM PEOPLE.
