I thought I was buying a Manfrotto. My fault, I did not pay close enough attention. It's an immaculate knock off visually but if you have a spotting scope or camera of any weight or with a long lens producing leverage, it won't stay in place very far off plumb. I found a real Manfrotto for $20 more and it's the real deal and does what I expected. If you have a small spotting scope or camera that aren't very heavy it should work fine. I tried the tension adjustment knob and it didn't seem to do anything.

Great product, it's an older model but one of the best. After taking it apart, cleaned, re-lubricated with Tri-Grease, and hand polished the pressure cup with fine sand paper and steel wool, that applies pressure on the ball, with graphite lubrication, stellar performance. Very very smooth, and locks firmly. Will last a lifetime of heavy use!
