As long as you can get the Target Gift Card for more than a 5% discount it is a good deal. If you can't get the 5% discount, you may want to use a Red Card (either Debit or Credit) which automatically gives you 5% back. The Debit version just pulls money from your checking account, and is secured by a pin. One advantage of the gift cards is that in California, generally gift cards valued at less than $10 can be cashed out with usually minimal hassle per state law. At the California Target stores, some of the checkers know how to do this. If not, just go to customer service area and they have always been able to do it.

When I get my quarterly eBay Bucks certificate I immediately start using up all my "Bucks" on Target Gift Cards. (1) Since I shop often at Target I know I will quickly use up the cards. (2) EBay generally wants you to use up your "Bucks" before letting you go back to using your CC and getting your 1%-2% CC rebates. And, (3) After I get all the cards I need I don't have to remember how many "Bucks" I have left (none) and when I must use them by.
