Ten years have passed since Geese Howard died under mysterious circumstances. Geese's techniques, however, live on in the form of his son Rock Howard, whom Terry Bogard has adopted. A series of mysterious messages have been sent by Kain R. Heinlein to fighters around the world inviting them to a fighting tournament.
SNK's 2D fighting game Garou: Mark of the Wolves represents a drastic departure from the Fatal Fury tradition. The line-fighting system is gone, and the basic control system has changed to be similar to that of the King of Fighters series. Terry Bogard is the only established Fatal Fury character to make a return appearance, although some of the game's cast is composed of sons of previous characters. Longtime Fatal Fury character Kim Kaphwan's two sons Kim Dong Hwan and Kim Jae Hoon are participants in this tournament, as well as Shiranui martial arts student Hokutomaru. In total 12 characters are selectable by players.
The game offers a pair of unique innovations in Just Defense and the Tactical Offensive Position. Just defending occurs when fighters block an opponent's attack at the last second. Instead of losing a small amount of energy, fighters who successfully Just Defend gain a small amount of health. The Tactical Offensive Position, or TOP, allows fighters to strike harder, gain health slowly, as well as use powerful TOP attacks. Before matches each fighter chooses whether the beginning, middle, or end third of their health bars are covered by the TOP meter. When the health bar is in the TOP section the character gains the benefits of the TOP system.
Garou: Mark of the Wolves has a two-level power meter. The meter is charged by attacking, and can be charged to S level or even further into P level. S level allows characters to use desperation attacks, while a P level charge allows for even more powerful super desperations.
