    The Quietest is a FDB fan.

    I bought this not for a pc but other where I wanted quietness. I run mine down to 9volts in the device, and it is so quiet. Really quiet, much less than 25db. The Fluid Dynamic Bearing is so much quieter than traditional sleeve or ball bearing types. Arctic have been making fans for a while, so are reliable. If you want a quality fan that really is quiet, then this is for you. Am I happy with this purchace, yes, of course I am. [and I'm really fussy]
